This is Alice Harman, wife of William Henry James Carey. William is the Brother of Leah, Ann's 2x Great Grandmother.
The family were living at Mill Bay, Folkestone between 1851 and 1891, where William, Leah, and their Brother Edward were born. Walter Hart also lived there in 1891. Walter's Son Frank went on to marry Mable Smith, Leah's Daughter. This is Mill Bay in 1928, and today:

Walter Hart also lived at High Street in 1881. He was a Labourer, lodging at a Publican & Greengrocers.

In 1901 Mary Carey was now a widow, living in Peter Street with her Daughter Leah & Leah's Husband George Smith.

In 1891, Edward Smith, Ann's 3x Great Grandfather, was living on Dover Street. Here it was in 1923:
In the late 1880's, Ann's 3x Great Grandfather William Henry James Carey (Leah's Father) was a "Fly Driver" - a "Fly" is a small horse-drawn cart. Also, on Edward Carey's marriage certificate he is given as a "Bath Chairman" - simply put he pushed a Bath Chair for a client.
